Garrett L. Ressing (Retired)

Mr. Garrett L. Ressing retired in August of 2021 from his position as the Principal Deputy General Counsel for the Department of the Navy (DON). As the DON’s senior career lawyer, he was responsible for overseeing and coordinating all Office of the General Counsel (OGC) legal practice areas and serving as the OGC community leader of more than 1,100 attorneys and professional support staff in 140 offices worldwide.

Mr. Ressing began his legal career with the DON when he joined OGC in 1990 as a trial attorney representing the Naval Facilities Engineering Command (NAVFAC) before the Armed Services Board of Contract Appeals. In 1992, he was selected for a procurement attorney position within NAVFAC in which he represented the Agency in protest actions before the Government Accountability Office. In 1994, Mr. Ressing became the Assistant Counsel, Navy Public Works Center (PWC) Washington, D.C., and in 1996, he was selected to be Counsel, Navy PWC, Washington, D.C., providing advice on a full range of legal issues. In 1998, Mr. Ressing moved to the Naval Air Systems Command (NAVAIR) as an environmental attorney. In 2001, Mr. Ressing was selected to be a Senior Associate Counsel at NAVAIR supervising a team of attorneys providing legal and business advice to the Program Executive Office regarding the acquisition of weapon systems. In March 2006, Mr. Ressing was selected as the Deputy Assistant General Counsel, Office of the Assistant Secretary of the Navy (Financial, Management and Comptroller), providing legal advice on fiscal issues arising in the formulation and execution of the DON’s budget.

In October 2006, Mr. Ressing became a member of the Senior Executive Service and was selected as the Deputy Counsel for the Commandant of the U.S. Marine Corps, providing legal and business advice on the full range of issues and supervising military and civilian Judge Advocate attorneys and support staff, located in a Headquarters office and 14 field offices worldwide. In October 2008, Mr. Ressing was selected as the Counsel, Military Sealift Command, supervising an organization of civilian attorneys and support staff, located in a Headquarters office and six field offices worldwide.

Mr. Ressing was selected and served as the Deputy General Counsel from April 2015, until his selection by the Secretary of the Navy as the Principal Deputy General Counsel in March 2019.

Mr. Ressing graduated from Miami University in 1987 with a Bachelor of Science in General Business. Mr. Ressing then attended Capital University Law School from which he received his Juris Doctor in 1990. Mr. Ressing is a member of the bars of the State of Ohio and United States Supreme Court. He received the DON Meritorious Civilian Service Award in 1998 and the DON Superior Civilian Service Award in 2006 and 2009.

Mr. Ressing is happily retired, enjoying hiking and kayaking around the Solomons, Maryland area.
